公的調達における公正で自由な競争

政府調達における公正で自由な競争は、良い企業方針であり、良い社会政策でもあります。競争価格の設定、製品の革新、性能面での改良は、競争慣行の結果として生まれ、それらがあってこそ、政府当局は、そのサービスの対象である公衆にとって最善の価値を提供することができます。さらに、透明で偏りのない調達慣行は、開かれた政府ならびに健全な経済にとって必要不可欠な要素です。

米国、欧州連合(EU)加盟国、日本、ラテンアメリカ諸国を含め、多くの国において、政府調達規定は、政府機関が、特定のブランドまたは製品名の使用を含め、ベンダーを特定した調達招請書を発行することを禁じています。

競争を阻害するベンダー招請書を発行していては、政府機関が製品のコストや性能を比較することはできません。政府機関は、よくて、ニーズに最適の製品を最適な価格で買っていながらそうとはわからないという危険、最悪の場合は、納税者の血税を使って質の悪い製品を高値で買うという危険を冒していることになります。

AMDは、世界各国の政府との協力の下、反競争的な慣行と闘って競争環境の改善を図り、納税者の税金を節約し、製品の革新を推進することに努めてまいります。
