AMD Applauds Hong Kong SAR’s Initiative to Encourage Fair and Open Competition in Government IT Procurement

--HKSAR Government adopts a brand-neutral approach in bulk PC procurement tender--

Hong Kong -- October 24, 2006 --AMD (NYSE: AMD) today affirmed its support for the latest IT procurement guidelines given by the Hong Kong Special Administrative Region (HKSAR) Government. The new guidelines, which are based on brand-neutral and industry standard system application benchmarks and performance ratings, are intended to further encourage fair and open competition in IT procurement practice in Hong Kong.

The latest HKSAR Government bulk PC procurement tender was publicly released in September 2006 and incorporates system level application benchmarks such as SYSmark 2004 SE for desktop PCs and notebook PCs, as well as SPEC CPU2000 for servers.

Today, governments around the globe have become increasingly aware of the importance of stimulating competition in IT procurement. In the past two years, governments in different countries including Argentina, Austria, Belgium, Canada, Finland, France, Germany, Ireland, Italy, Japan, Sweden, the UK, and the US have adopted new procurement rules to become brand-neutral. By taking this approach, they have removed stipulations on designated brands for processors, thus paving the way for government users to have more choices.
